London Zoo has a large penguin enclosure with loads of penguins, they may not all be rockhopper penguins but at least he has company.
If you think that's cruel, dont go to the London Aquarium. I was shocked to see their penguins, kept below ground in the basement of city hall, in a small tank with no natural light and no natural ventilation.
