The rim has failed and needs replacement, if it's still within warranty contact the manufacturer, they will replace it.

If that bike was left behind by the previous owner the house is probably also made in china for a fistful of dollars.

If that was mine, I'd attempt a bodge with a washer inside the rim.
I'm famous for my devil-may-care attitude, live fast and die young.
OK, failed on that last one, but who's counting.

I'm not so sure how I'd feel if I was whizzing down a hill full throttle knowing the rim wasn't 100%. However, seeing as I've got a miriad of rims down the shed I'd happily spend an hour or two replacing it and building another wheel. Whether it's built or bought I think it needs replacing but I am getting nesh in my old age and try not to take the risks I was happy taking not so many years back. Unknown risks are one thing but known ones are another.

I had the same on my rear 700c. Fatigue cracks around three or four nipples. Put the bike away until I got a new wheel.
