Did it jump the red?

Jump as in like a jumping gate, no. Jump as in go through the red light, I thought that was clear from my initial statement.

Yes, plenty of horses. In fact there is a stables just a stones throw away from my house.
The one I saw was being ridden by some gypsies.

It refers just to Driver, and as such, all vehicles are required to stop at the stop line whilst the light is red.

Ackcherly, the Act refers to 'a person driving or propelling a vehicle', not just a driver. A horse isn't a vehicle and so far I can't see that the rule applies to horse riders (except when the horse is drawing a carriage). Further digging required..
