Road bike wheels - what rim width?

Hi guys, so I'm looking for some wheels for a tt/triathlon bike I'm building.

The bike has pretty narrow tyre clearance, I found the bike specs online and it used to come with 23mm stock tyres.

Therefore, I know I can put 23mm tyres and maybe I'll be able to push it to 25mm. No bigger than that I'm afraid.

So my question for you wheels gurus is: what inner/outer width should I look for in a wheelset for it to go nicely with a 23 and/or 25mm tyre?

13 or 15 mm internal, add 6 for external (assuming regular non-tubeless rims).
Open Pro are (or were) 15 mm, Exal XR3 are 13 mm (and fairly cheap).
