Roof replacement - roofer proposing no building certificate - advice sought!

A roofer due to replace a friends roof is proposing no builders regulation certificate to be issued and (their words) 'it would only matter if you want to sell'. Its replacement only, no changes to layout/design.

Would you go ahead?

As I understand it, a building regs application is needed for any significant reroofing job. The roofer can face penalties for not complying, and you might be instructed to arrange corrective work. Ask yourself why your roofer is wanting to take shortcuts.

Plus at some point you will want to sell, so will want to have legit paperwork. Pretty sure there's a conveyancer on the forum, so they might provide more info on that.

I myself was granted an indemnity on the house I bought due to a uncertified extension from some years ago.
We've been in our house for some 42 years and during that time, have had extensions, windows, bathrooms, electrical work. All done with planning and regulations, but I seem to have very few certificates covering the work. But when it comes to selling, it will be our kids problem!

They've quoted cost reasons as they have withdrawn from the 'Roofing Competent Person Scheme' (NFRC I believe). Selling without will involved indemnity policies at best or worst paying to get the work inspected. Not yet! Its just a quote so far.

I just spoke to the council and it sounds like we just need to arrange a building inspection during the work, and as its a relatively straightforward job of replace (not alter) its not that uncommon to have an inspection done during work - in fact they told me its a legal requirement!

So, from what you're saying, he's merely saying he can no longer self-certify.
If you don't have a certificate you could be told to undo or remedy the work (but not after a certain period - I think it's 5 years).

That's right. After speaking to the council it's an inspection I organise, and provided it's up to code should not be a problem. So long as I get the certificate it's the same as as they did it.

Absolutely.

I re-roofed my own house without any certification as I knew I would make a better job than anyone else.

I increased the cover on the tiles to fit in an extra row, replaced all the sterling board and gable ladders. The chimney was stripped back and recoated and I brought in a boy I knew to change out all the lead work. Never had any certification or qualifications but brought the boy in from building control who signed it off and I sold the house the following year.

Its roofing, not fettling disc brakes. ;)

Speak to building regulations officer. Just ask, do you need a reroof signing off?

My neighbour did his own re roof, building inspector was sound, helpful with guidance.

I would always get the certificate if needed. Selling requires every certificate, causes delays if they're missing

Have they spoken to anyone who's roof he has done. He could be a total cowboy. If the council inspectors says the work does not pass inspection. I doubt if he will strip it out and do it again.
