Used to be common around Dewsbury way. Purposly fastened across cyclepaths. Fishing line used at times, other times brake cables.

Actual rope is what did the damage pictured in the link. Making out that you are pulling/holding a rope across a road is little better, however as there is nothing to make contact with, you only have the drivers reactions to worry about.
Placement of a rope/wire across a road/path with the intention of causing injury is premeditaded and you don't have to be anywhere near when it happens.

Didn't watch the video as who'd want to watch a set of idiots having a "bit of fun".
