Actual rope is what did the damage pictured in the link. Making out that you are pulling/holding a rope across a road is little better, however as there is nothing to make contact with, you only have the drivers reactions to worry about.
Placement of a rope/wire across a road/path with the intention of causing injury is premeditaded and you don't have to be anywhere near when it happens.
Didn't watch the video as who'd want to watch a set of idiots having a "bit of fun".
What was your reason for colliding with one of the boys sir? Well officer i swerved to avoid what i thought was a rope across the road and accidentally ran into him.
