With windscreen cracks that gets picked up at MOT. Sat Navs etc won't be in the screen.

Unfortunately cracks, sat navs, phones aren't picked up by the police as we've bugger all officers on the ground.

I saw two this morning in a local bike shop having a cuppa, so they are about. Both keen cyclist as well.

There's an article about that topic in the Yorkshire Post this morning, & it states (in the printed edition) that in 2010, there were 315 (dedicated) Traffic Officers in the counties
March 2014, saw that reduced to 225
As of last March, West Yorkshire Police had 5, yes 5, dedicated Traffic Officers, who had no other role!!

Most of those will have Traffic as their official 'primary' role, but will also be AFO's, so they'll spend large swathes of time doing stuff unrelated to traffic matters. With funding as it has become since 2011 I can't see it changing any time soon.
