... so I took a picture of the guy loading into his car.

In a con trick the guy would be an accomplice so the pic would be next to useless. Short of demanding a photo driving license/passport, taking pic / scan of such document showing he/she has the same name as the buyer AND a pic showing same person picking up I don't know how one could prove the transaction was completed. As mentioned before it is best to insist and state cash on pick up only. I always do.
 
I'm guessing they'd have to use a stolen car as well as idea was to get number plate in picture. Just out of interest has this ever happened to anyone on here?

Paypal won't accept anything as proof of delivery except a delivery company/courier signed for proof of delivery. Photos, eBay feedback, hand signed receipts...useless. This i know from experience. Just ask for cash if you are selling unless you are posting recorded delivery and use PayPal if you are buying as you are over protected.

Sold a few bikes on E bay [sold a fair bit of stuff to be fair] and have had very little trouble. If you don't want it to go for nothing set an "initial bid" not a reserve [no costs] and everybody knows what they [and you] are aiming at. On things like bikes I've always done cash on collection, no packing no couriers. As for ending the auction early, well nothing to stop you, but I must admit I won't do it after someone's bid.Seems a bit unfair as,after all, they have agreed to pay at least your min price.
As for costs, well they are high but after all you do [even with "collect only"] get a huge market.

Not to me but it has happened to a mate of mine with some car parts to the tune of about £1k! The buyer paid with PP, collected the stuff, then a short time later opened a PP case. PP asks for proof of posting and my mate can't provide it, (obviously), he explained the buyer chose to collect after making payment, but PP simply debited the money from his account and refunded the buyer, scum bags!

Guess what? No-one pays PP and collects from him anymore!
