SEMMS - Transport Strategy for South Manchester/North Cheshire

The draft strategy is now up for comment.

It starts pretty well (in my opinion) but then says:

Enhanced sustainable travel programme - "this approach would include limited highway capacity enhancement, with a stronger focus on public transport and active travel investment for maximum customer usage." - " Conclusion – whilst this approach is favourable, there are limitations on how far the public transport system can be advanced to meet the needs of the population, particularly in more rural area"

Which is misguided - if you get a signifiant proportion of journeys by non-private motor vehicle (80% plus?) then surely that means the roads are pretty empty for people from rural areas to travel on...

This conclusion is pretty unsurprising when later on they say: the modelling was being done with software that "principally shows the impact of highways measures on the road network"!!

nice to see the strategy was 'approved' in 2001 and is now at 'draft consultation stage' - there appears to have been a policy of negative implementation going on for the last 17 years!
