Shimano 2200? (Saracen Tour 2)

I'm nearing the end of my search for a road bike, but have stumbled near the finish line in terms of derailleurs and shifter systems.
The bike I settled on is / was a Saracen Tour 2 , but I heard this about the system:
"2200 series is recommended for sport-road bikes with flat handlebars. It does not have dual control shift levers in its component group so you couldn't fully outfit a road bike with it."

Will this be a problem?
And what about the bike? I know Saracen do some not so great MTBs lower down the range, but seem to remember hearing good things about their 'tour' bikes?

I can't comment on the components at all but I bought a Saracen road frame a few years ago. Light, well finished, inexpensive and comfortable to ride.

It's been fine ever since.

Sh*m*no FD 2200 is below Sora, it shares the same STi design as Sora, but the brake levers aren't as nice, the rest of the FD2200 range works, but it won't last, the rear deraillieur is partly plastic, you'd be better looking at Tiagra as an entry level Groupset, or 105.

If it fails couldn't I just replace it with a Tiagra rear mech?

EDIT: or would I have to add a 9 speed cassette as well?

EDIT: Actually, no. That fails.
