The thing that comes to my mind is that this time it was 'only' an apple core. However, the fact that he thinks it's ok might indicate that actually, next time (or the time before) it might be a crisp packet or a drink bottle. The human race is not generally good at sticking to drawn lines, which is why we have to have rules. Start to say "Well, it's ok if..." just leads to more people pushing the limits.

Same reason we have to have a ban on cycling on the pavement. Most of us are perfectly capable of doing that safely and considerately if we want, but the rule is there because of the louts who can't.

Possibly... but this time is the time that he was being prosecuted for. Being prosecuted for stuff that you might do or might gave done wouldn't be a good thing, IMO.

No, but I don't mean he should be prosecuted for what he might do. I mean that the law has to be there, and unambiguous, or people will push it. It's tough on those of us who do think, but it's the way having laws works.

Well, I suppose a council enforcement officer isn't going to miss an opportunity like that, driving behind someone who commits the very transgression that gives said enforcement officer his very raison d'etre. I mean, it's not really a good idea to chuck anything from a moving car, so I can see their point. But of all the things to get done for, chucking a naturally-occurring indigenous fruit into a hedge (or indeed an apple tree) does seem somewhat petty or disproportionate. £250 fine is more than you'd get for texting while driving. However, the number of people I see flinging lit fag butts, cans of drink or McDoofus packaging out of the window... fine the lot of them.

Come on - one bad apple doesn't spoil the whole bunch.

I see this incident as a PR fail for the council, and unlikely to get the public on side in the fight against those who would litter the countryside.
Apple cores have never been a hot topic in litter discussions, dog mess, fast food packaging, soft drinks containers and building rubble are the more common cause for public complaint. Time spent on trivial matters is time lost on prosecution of more serious incidents of littering.
I did a survey of my own today, in one random Km of my travels I counted 370 items of non biodegradable litter, and not an apple core to be seen.

He shouldn't be throwing anything from the car. And while he's eating an apple how's he operating the controls?

I'm surprised so many people think it's a bad thing to do though. I've always done it since I was a child, not through laziness either - If i finished an apple at home rather than throw it in the bin, id unlock the door and throw it into the garden for the birds to eat. Obviously within reason, I wouldnt be throwing banana skins out on a high street  but id definitely throw it into a hedge/field for the animals. Its very black and white to me, one is biodegradable and the animals eat it, the other is rubbish.
