The thing that comes to my mind is that this time it was 'only' an apple core. However, the fact that he thinks it's ok might indicate that actually, next time (or the time before) it might be a crisp packet or a drink bottle. The human race is not generally good at sticking to drawn lines, which is why we have to have rules. Start to say "Well, it's ok if..." just leads to more people pushing the limits.
Same reason we have to have a ban on cycling on the pavement. Most of us are perfectly capable of doing that safely and considerately if we want, but the rule is there because of the louts who can't.

but id definitely throw it into a hedge/field for the animals. Its very black and white to me, one is biodegradable and the animals eat it, the other is rubbish.
