We do this every year in April, just after the clocks go forward, not just with the Cubs and Beavers but with the Scouts and Explorers as well (over two evenings)
The most dangerous bikes are the older Scouts and Explorers as they actually use their bikes on the road
We get up a couple of bike stands, a floor pump, the engineer from the LBS with a box of bits (brake pads, cables, tubes, chains etc) and three Leaders who have all the cycle tools (and know how to use them), and we check brakes, gears, wheels, tyres etc
For most of the bikes it is the only day of the year the tyres get pumped up and the chain gets oiled.
At the same time to keep the others occupied when their bike is not up on the stand we get them to repair punctures on old tubes
It's well worth doing, but you need a fair bit of manpower and you need to ensure that any new parts are paid for by the parents
Last year every kid got a free puncture repair kit that we got from the LCC
