Just found this on my michelin power cup rear tyre. Looks like a potential hazard to me, anyone reckon there are miles left in them?

If you mean the white area it could be as simple as a scuff against a lime stone chipping. Do you think it's cut below the outer surface? If so, bin it.

Ask yourself if it causes you a problem, at high speed, will you still be able to walk afterwards?

Do you know how it happened? Looks like the top layer of rubber has been abraded exposing the (undamaged?) ply beneath.
In which case I'd not be unduly concerned, but would keep an eye on it and also carry a spare; which shouldn't be a big issue if you're using folding tyres.

I would put a good sized (20mm x 10mm) patch on the inside and crack on. The tyre is not going structurally to fail on that, but you want to make sure the tube stays in if there is any ply/thread deterioration. See Ming's response. Everyone's risk threshold is different. Slightly depends how new/how much life the tyre otherwise has left.
Like @ivegotabike I too would make sure I had a 'new' tyre ready to fit.
