When I was young and first married, maririal things were more important, but 32 years later I now value experiences over material things. So my suggestion is a romantic trip (even if it's just for 1 night) away together.
This, imo.
But give it some thought, pick something they both would like, doesn't have to be expensive as long as it's a treat for them.

Either get something obscure that is also silver (in colour, or made of) if the SIL is open to surprises. Or a nice treat for them both that forces them to spend time together (like a voucher for a cream tea, or a meal)? Or something ridiculous like £30 worth of tea bags in a box.

Problem being, my SIL is a bit of a "Turnberry/Gleneagles or nothing" type. My voucher for the Lockerbie truck stop might not go down well .
I said something that both of them would enjoy
Anyway, would your brother like the Lockerbie truck stop?
I cycled past it btw ^_^

What about a voucher for a posh meal not sure where they live but if she likes gleneagles, turnberry then what about braidwoods?

For our 25th wedding anniversary we took a three and a half week road trip across the US from East to West and then down the California coast from San Francisco to Los Angeles. Not that I'm bragging of course!
