wow! there's a few issues coming out here....

  • Why didn't the bin man put the bag in a place where the car wouldn't run it over?
  • Why didn't the car driver stop and try to do something about the mess he/she had caused?
  • Why didn't the bin man pick up the bag containing the dead pigeon? (or the rubbish strewn across the road)
  • Why didn't the neighbour go out and confront the bin men while they were there and able to clear the mess?
  • why didn't the neighbour pick up the mess. having seen it all happen?
  • Why didn't the person that put the dead pigeon in the bag give it a decent burial instead of sending it off to landfill?
I think Apathy is the answer!

The majority of the people (and everyone will say 'not me') don't care and don't see that they should do anything about it, the situation now is that the council had to send another team out to clear the mess (I'm assuming the council cleared it) which cost money that came from council/government funds! - not forgetting the cost of the phone call that Mrs Paul had to incur.

Every council in the country are suffering due to waste of funds, and this is a typical example of the waste they are all desperately trying to cap, no single person is to blame, EVERYONE is to blame. Its a culture that has built up over time, and whether you agree with the cuts, or not isn't the issue. We are where we are, and if we all don't take responsibility it will only get worse.

In a few years time there is likely to be a similar thread to this posted on a forum somewhere, but it will be relating to bin men not collecting bags because it was covered in maggots because the dead pigeon had been in the bag since the last regular collection 4 weeks previous.

Everybody , Somebody , Anybody and Nobody. There was an important job to be done and Everybody was asked to do it. Everybody was sure Somebody would do it. Anyone could have done it , but Nobody did it. Somebody got angry about that because it was Everybody's job. Everybody thought Anybody could do it , but Nobody realized that Everybody wouldn't do it. it ended up that Everybody blamed Somebody when actually Nobody asked Anybody.

I suspect there are 3 reasons for that

1 - The bin men don't carry brooms, spades and spare bags to enable them to clear it up.
2 - If they stopped to sweep the roads at every bit of mess their round would take twice as long.
3 - Cheaper to send one man out to sweep up than have 3 or 4 men sitting around while one sweeps the road. Not to mention the cost of having a truck wasting fuel.

and the wagon can move along the road with the other 3 operatives loading while the 4th man sweeps up and spills.

If there is a bit of rubbish that needs picking up, then just pick it up and stick it back in the bin till the next collection date.

Eazy peazy.

End of story.

But, you've still wasted everyone's time.

Are you Head of your local "Neighbourhood Watch" scheme by any chance?

If not, then I think you would be an excellent candidate for the job.

What we all seem to be overlooking here .....

A pigeon is dead fgs! is there nobody grieving for it? ... what about its little chicks in the nest waiting for it to come home with dinner? who is going to care for them? ... more to the point, is an investigation being carried out by the relevant authorities into the demise of the pigeon?

Was it actually a pigeon?... could it have been a dove? or a magpie feeling a little off colour?

That probably makes it worse then.

And, as for the pigeon. I think it probably read the OP and then jumped in the bag after losing the will to live.

The aspect of the macabre lent by the presence of the deceased pigeon may well explain the longevity of this post (unlike that of the unfortunate life-extinguished pigeon).

Corpses evoke some kind of primeval horror that is not felt when encountering the remains of mere inanimate matter. A kind of memento mori, perhaps?

Maybe it was! .... was you there? did you see it Mr P?

In the confusion of the whole car hitting rubbish, bin men ignoring rubbish etc.etc. a dead raven could quite easily be mistaken for a dead pigeon (especially as we don't know how he met his demise).

It maybe that the bin man recognised it as a raven and was spooked by superstition, hence his refusal to pick it up.

Would it have been worse if it had been an albatross? Probably easier to identify though.
