Errr no they can't. Only the ones that have a bike on the blue sign are available for use by cyclists. You will see several "Bus Only" lanes, "Buses and Taxis only" lanes and some that allow cyclists but not motorcycles

I think it's actually a bus and taxi only road as opposed to a lane in that no other traffic is allowed down it at all and it's not time limited.
