I believe if the cat had run infront of the car the car should check it is safe to change speed before breaking for the cat.

If it would be dangerous to brake suddenly for the animal the car should keep going....

It's different for a cyclist as the cat is a hazard to the cyclist, which would potentially knock you off.

Also, cars have far greater braking capacity that motorcycles or cycles, so there's that excuse out of the window.

You're going downhill at 30mph+ towards a junction with traffic lights at the bottom. The lights are green when you are at the top of the hill, what colour will they change to by the time you get to them?

Answer: it doesn't matter because you don't intend to make any effort to stop and will keep going anyway.

Apparently, as CompedyPilot said, cars can stop in a much shorter distance than a bicycle from speed due to their superior braking systems/apparently cars can't stop in a shorter distance than a bicycle from speed due to their driver's inferior ability to think*
