Because the mods cannot move anything from CC to NCA&P, a new thread on the topic must be started in NCA&P.
This is the way Shaun, CC's owner, set NCA&P up.
Stands to reason too: mods can only do moderation stuff on CC.
We can access NCA&P only to give CC members a password or to revoke their access if they leave CC.

Yes, and we do so on CC.
However NCA&P is not moderated, it's separate from CC, us mods do not have clearance to move stuff from CC to NCA&P.
However, as I said up thread any CC member is welcome to start a thread in NCA&P.
You are asking why is an OT thread in plumberschat.net not moved to joinerschat.net by the plumber's forum mods!
