cycling shorts ? i have a pair of spanx (gripper knickers) - for the guys, they are pants that hold you up and in !!
anyway i was thinking if i cut out the padding in a pair of cycling shorts and sew them in the spanx, i can hide the pot belly whilst cycling, do you think it would work ?

Let it all free, passing motorists will be so mesmorised by the wobblyness, that they'll stay behind rather than pass too close.
