From the transfer on the fork I think it is a Starnord. They were based in Valenciennes, which is way up north, hence the name, and used to make their own bikes and supply various shops with own branded bikes. For a time in the 1970's they had a licence for Merckx cycles, in the same way Falcon did, looks like they had a licence for Anquetil as well.

Yes I think your right l owned a Starnord back in the eighties. They used to import them into the UK back then.
