i use the bbc weather site coz i like the layout. 2 main things i check for are temperature (icy forecast) and wind direction/speed. I don't worry let rain dictate whether i ride or not.

one day last week i forgot to check the evening forecast, thankfully someone gave me a lift home, coz come 4pm a hurricane had arrived.

Ah! but, with respect, I consider your suggestion flawed.
The problem with waterproof/windproof jackets is...they are not.
I bought a windproof jacket with great hopes, but wearing it has not made one bit of difference to the effort required when cycling against the wind:sad:, so I still have to consult the weather forecasts.
i wear an Aldi base layer and a long sleeve jersey and thermal jacket (slim fit) plus thermal longs from Corinne Dennis. The clothing stays warm when its wet and is quick drying. In normal rain it barely soaks thro the 3 layers even tho they are not waterproof but even if, in the worse downpours, it does, i never get cold. Really nice styling as well. I find it better than wearing a waterproof even in the worst rain. I get too hot in waterproofs.

I thought the word dampener in the thread title was used to mean discouragement rather than soaked by rain.
I am discouraged from cycling more frequently by forecasts and actual high wind speeds than by rain the efffects of which can be negated by rainwear.
