Since the lack of enforcement of mobile phone use by drivers appears to be resulting in the widespread ignoring of the law; I have an idea.
Surely the technology exists to block phones if they are moving at a certain speed, in this case it could be above 4 mph so that they could still be used by walkers. This would be disabled if the phone was connected to, and being used in conjunction with, a working blue tooth device (although my personal opinion is that the main distraction is the actual conversing rather than holding the phone).
As a reminder and to encourage obeying the law, phones held to the users ear should emit an electrical charge directly into the ear. Let's start at 10 volts at 10 mph, increasing by 1 volt for every mph the phone is moving at. Thirty volts should provide enough discomfort to be a deterrent

The problem arises for passengers in cars/trains/buses who want to use phones. Perhaps they could put up with the inconvenience and spare their fellow passengers from being subjected to the details of their personal calls?
