Strange case of the 'thing' on my handlebars

My new bike was delivered last week. When my hubby returned from inspecting it in the garage, he said 'what is that thing on the handlebars?' I said that there wasn't any 'thing' on them. After a bit of marital disharmony I went out to inspect my bike and had to apologise because there was a 'thing' on the left handlebar. But what was it?

Was it to do with the brake fluid? The gears? No, it wasn't connected to anything else. It was just this round thing about 1'' high with a small moveable level attached that moved but did not do anything. It must be some sort of bell that uses batteries, but the batteries are flat says I. 24 hours later we still don't know what it is.

Then.......I recalled a thread on here about pedestrian's reactions to cyclists ringing their bell. Something in the thread made me wonder, and I was right.

I got the bike out and called my other half outside. 'Ive worked it out. I know what this highly technical bit of kit is'. 'Go on then' he says, utterly intrigued. 'Are you ready?' says I, and then I flick the little moveable level AND........
PING!!! I flick it again. Ping ping ping. It's a £3 pinging bicycle bell.

And to think we were on the brink of phoning the LBS to find out what it was.
WHAT A PAIR OF PLONKERS!!!
