I dont know the route but IMO "strava racing" on it doesnt look like much of a problem. There are only 2 riders over 18 mph (or 17mph for that matter)...that does not strike me as being excessively fast.

On a stretch of cyclepath near me i'll be mid 20s if conditions allow. If it is busy then obviously i'll go a fair bit slower but a "speed limit" of 13-15mph would be ridiculous most of the time and a deterrent for many cyclists (either commuting, training or for leisure rides) using the cyclepath at all never mind moderating the speed.

I would suggest most cyclists on shared use paths are leisure cyclists so a 13-15mph speed limit would be quite reasonable. That is faster than most will want to go. If you want to train faster than that, go somewhere else

In the case of the route in question, to achieve 18 mph average they must have been taking risks. It's quite a bendy route with A LOT of pedestrians and crosses quite a few roads has quite a few gates and crosses a bridge or two with hairpins at either end and has untarred bits as well.

A really nice leisure riding route that ties in some nice routes to Lytham.

The average commuting speed on the Bristol Bath cycle path is 23km/h ,these aren't mamils on road bikes. I also have a top place on strava for allegedly riding at 45km/h along a part of that path, I know I couldn't do that if my life depended on it, so there is a lot of crap data on strava. I wonder where all these speedy cyclists are? I've never seen them...
