I'm reducing the gearing on my 3-speed hub by putting a 22 tooth sprocket on it.

The old sprocket (18 tooth) was flat, the new one is dished.

Am I correct in thinking the dished side faces the hub?

The dish allows you to alter the chainline - you can fit the sprocket with it facing either way. Fit it as it was before (assuming you can remember) or try it both ways and see which gives you the best chainline.

You should also have two shims to play around with. I think the "dish" on the sprocket is about equal to the thickness of one shim so if, for example, the old sprocket was closest to the hub with the two shims on the outside, puting on shim on the inside should give you the same chainline as you had originally.
