Suspect a cycle theft - what would you do ?

I was walking through the centre of my town yesterday when a teenage kid came riding through the pedestrian area on a bike whilst wheeling a MTB His hoodie up to obscure most of his face, and looking like he had just lifted it from a set of railings.

I was convinced that he had pinched it TBH

Was I right to feel suspicious or am I just being tainted by my own experiences of the local low life helping themselves to mine ?
