The Police aren't supposed to use any Cycle Training, infact some forces do, some don't. Of those that do, it's only a small proportion (those using bikes on a regular basis) that do Police Specific training.

I've been pushing Cambridgeshire for 4 years now and have finally given up!

That explains why when I have seen local Swindon police on bicycles they looked completely clueless and in some cases scared of the traffic.

in salford a pcso died in an accident and the local force got into trouble due to hse issues.
it was amazing the attitude of 'well anyone knows how to ride a bike', but the force didnt' seemingly have any directed training at all, they just gave bikes to officers...

this has been corrected but of course cue the moaners saying 'what a waste of money'......... totally beggers belief, you wouldnt expect them to just let any officer drive the cars or fly the helicopter...

Is it possible to explain a term "decision maker", the officer stated he sent the information he had put together to a "decision maker" who had made the decision to not proceed with any further action.

Not an exact term we'd use, but I presume he'd mean the equivalent of our RTC clerks. These are officers/civilian staff supervising the report, so it will have been looked at.

Personally I'd still write in, as I'd have been less upset with the decision than with the attitude and explanation given by the officer. As an above poster says, hes condoning an assault by suggesting your actions deserved it.

I reckon the term "decision maker" is probably himself and he is trying to blag you.

Now this might have been a more appropriate response from the police officer - nice find.

The legal stuff is here

Given the attitude of the officer in question, I don't think a Section 59 would be served on the owner/driver. Fine in theory, in practice with the officer dealing with the case all but saying that the cyclist is partly at fault, would he also issue one to the cyclist?
