I think it's safe to say that most retailers have no idea that this new legislation even exists - let alone how its potential impact on their business.

I don't see how you can possibly back up such an assumption, although for my part I would imagine the majority of retailers are well aware of it. Bb

No, you're right, I can't possibly know for sure. But I do work in cycle retail and this us the first that I or any of my colleagues has heard of it. It took the chance biscovery of an article in a new trade mag to bring it to my attention. I can only assume that I'm representative of other professionals in this industry. We're you aware of it? And if so how? Does the government email you with updates on matters which might affect you?
 
No, I periodically check on consumer rights via eg money supermarket, which?, etc type websites. Would expect responsible retailers to do similar, especially as most legislation has a lead time of several months if not over a year, so there really is plenty of time usually to get informed. Bb

No, it's down to business to keep up to date with relevant legislation.

membership to industry orgs can get you notification of major changes without too much effort though.

I wonder how many small businesses realise how much of their turnover is at stake if they lose their customer records...?

The Consumer Rights Act 2015 for instance, had a lead time of slightly over six months. Bb

Just a fwiw. I've two kids supporting their studies by working in retail - they'd heard nothing. And a family member working full time in retail - ditto. So much for corporate training and standards.

Mind you, that's not a surprise - they're all working with "big boys". Companies (including Halfords) big enough to take the hit and not notice; to use their muscle with suppliers; to "arrange their tax affairs" like the googles and starbucks; etc.

Something tells me this is just the kind of measure that gets slipped through very, very quietly and discreetly --- and just HAMMERS the small guys. But then I'm a cynical old curmudgeon.
