They would have needed it. Platforms 3, 4 & 5 were no longer in use and no track to them either. They can't allow you to walk over the track and the platforms are listed, along with the station building.
That steel is the framework of the stairs down onto the platform. Same on platform 1 & 2, only they had a lift added for use by the public.

Thats less than half. It went all the way to the wall, with a seperate entrance on that side, about 1/4 mile away from the platforms there.
Ah, this is how grand the station used to be...
