Partly in their defence, there were no cables found when the survey was done. They assumed the power was coming in from the front.
Doesn't explain how they managed to knock the wrong building though.

Some one put the 'X' on the wrong building.
Reminds me a bit of those coalition bombing raids on the bad guys we see on the news, bet they don't show us the ones when they get the cross hairs on the wrong building or vehicle.
