Did you notice the cat urine before, when you went to view it?
It seems (according to the housing officer) that he had one outdoor cat when we viewed in August. Since then the outdoor cat had died and he has 3 new indoor cats and he's not overly good at changing the litter trays. When he moved the cat trays he took them full of poo and didn't empty them first  Both sides of neighbours had complained about the smell to the council, several times over 5 weeks. We definitely noticed the stink when we started to move boxes on 'moving week'. When we went to measure up, there was the slight smell of cat but not as hideous as it's become.
We have some new pet odour neutraliser today and it's really really good. We've used about 250ml of the stuff in all the high pee areas and it's made a heck of a difference. Housing officer thinks that he wanted to move to be closer to work so tidied and cleaned before we viewed. It wasn't best tidy but it didn't stink. It was the room sizes & garden that we were more interested in. We just didn't expect that drains would be blocked and we didn't expect him to take every single lightbulb
I think that he's just a bit of a weirdo who has a different concept of hygiene that we do. It'll be a brilliant home once we have sorted out the issues. The garden is huge, the rooms are a good size so it'll all be fine in a few weeks when everything is sorted.
