Be a narrow connection though. It comes to a single tube just after the wheel.The black dots at the top of the seat stays are probably rubber bungs in the mounting threads, so yes, I expect so.

It would probably be wise to ask, I thought they looked a bit lower than the tyre height too but I can't see what else they could be blanks for.
