Carer's Allowance?

Try for second adult allowance on the council tax. There's a section that covers your situation. Not well publicised though.

he can't get carers allowance

you earn no more than £102 a week (after taxes, care costs while you’re at work and 50% of what you pay into your pension)

2nd adult allowance is also excluded because of this little line

Second adult rebate is for pension age customers only

If I get an enhaced PIP allowance then I will be entitled to a reduction in council tax, but only if I get the enhanced PIP not the standard PIP which is what I suspect I will get, if I get any PIP at all...

Slightly incorrect. He'd be claiming for a second adult in the household on a low income.
