Someone employed by the above-mentioned companies (see the web links I gave). They stand near the summit (from both the Bedoin (south) and Malaucene (north) directions) and take photos of approaching cyclists, then they stick their business card in your rear jersey pocket as you ride by (not hard, given that it's uphill). Then it's up to you to decide if you want to buy their photos. I viewed these 2 web sites, found my photos, based on the approximate time I rode past the photographers, then bought them online.
