Tensioning Trek Tandem timing chain

Help pls. The timing chain is slack and I'm struggling to adjust it. Front axle is held in an eccentric cylinder which is stuck. I've loosened the wedge bolt but cannot get the axle cylinder to turn which would tension the timing chain.
There are 2 6 sided allan key holes. one on either side of the wedgebolt,but I cannot get enough leverage to turn the axle cylinder.

Ideas anyone..... most gratefully taken.

Having loosened or even removed the clamping bolts, try gently prising the split bottom bracket shell apart with a screwdriver or similar. You can also try tapping the eccentric sideways - but preferably not on the crank or axle. When you manage to free it, it's best to take it out and grease the exterior so that it moves freely for next time you need to adjust.

Thanks for a very good site on how to adjust the timing chain, but, the problem really is the eccentric axle cylinder is ceased in the frame. Unfortunately it doesn't give any clues how to free it.....however, thanks again and any more suggestions welcome.
