No, coz they'd block the pavement unless it's vastly wide. That shape is to allow as much flexibility as possible in terms of where to place the lock, I think. Ordinary up and over sheffields are ok, IF you have a crossbar, but maybe not for a drop frame or similar...

I lock my bike to a sheffield stand through the back wheel either round the chainstay or the seat stay without any problems.
