Which bit is loose, do the handlebars rotate, or is it the stem that’s moving left and right ? If it‘s the handlebars it’s probably the face plate needs tightening, you’ll need some Allen keys and to check that the face plate is located with an even gap all way round, you may have to loosen the face plate off to set the gap, then tighten the four bolts up evenly, do them up top left, bottom right, top right, bottom left a little at a time and don’t go too daft tightening them up, it’ll be aluminium and you’ll strip the threads easily

As long as I breathe, I attack.
if its an adjustable stem it could also be the central bolt thats loose?
Personally i would replace it with a stem that is the right length and angle if thats the case
