I spent a depressing few hours there once on a bike, looking for a B&B after coming off a ferry from France. What an utter sh!thole of a place - and I have spent a lot of time in Greenock and Port Glasgow. They are tame in comparison. When I eventually found a B&B (which were very scarce considering it's a seaside town) it had broken glass on top of the surrounding walls. Not sure if it was to keep people out, or keep them in.
Anyway, that driver needs a good dose of physical pain. The judicial system is completely under equipped to deal with the likes of him.

I went to College in Pompey, and going out in the evenings to night clubs was a real eye opener

Yes. And the supplier of spit has probably had a DNA sample taken at some point in his low life past, so should be traceable. Trying to convince the Police to actually do the necessary in these times of austerity might be problematic though. Some smart lawyer could come up with a defence too, along the lines of his client spitting on the road nearby, and that nasty cyclist scraped it up with her top.... Although there was a witness, so as long as the witness was willing to go to court and speak up there could be a case.

Not sure of the technicalities, but I don't think you need to preserve it as such. There are ways and means of bringing it back to life so that a DNA profile can be obtained. In fact best to keep it as original as possible for evidence purposes, so don't mess with it. Just take the shirt or whatever to the Police. Obviously if it's on YOU, then you would need to remove it with something like, as you say, a plastic card, and put it in some type of container.

Unfortunately his lawyer would probably argue that you had contaminated the spit sample in collecting it. But it would put the frighteners on him anyway.

Unfortunately, You need to weight the cost of DNA sampling with what the outcome of such a case may be. I would think it would not to be thought viable as DNA sampling is so costly/

My view on spitting is that if you punch me and give me a good hiding, power to your elbow if you manage it. If you spit at me I am going to bat you with a chunk of wood. It may not be a reasonable thing to do but spitting is as far beyond reasoning as I can think.
