Thats a bit of a myth perpetuated by the motoring media. That can be the case, but its not universal.
As aforementioned, the volume of air is a more significant factor, large rims frequently being wider and thus allowing for a tyre with a greater air volume. In the case of the T6 the reinforced sidewalls required on the taller 16s are great for humping a pallet of goods but dire for ride comfort.
The 20" option on the Sportline models is generally reckoned to give a plusher ride than the 16s on the T28 Startline, and the 18s with fat 235 or 245 (depending on the exact model) are best of all, the ones those in the know go for. I have the 18s in 235 flavour and can confirm they're a different leage entirely from the heavy and crash feeling 16s.
