i'm no expert but hasn't it been said that those samples would be too old to test accurately?

That may or may not be true, but they still have the results under lock and key. The tests were actually carried out 6 years after the sample was taken because in 1999 there was no test for r-EPO which is why nearly every rider was probably using, and if they can test 6 years on why not now?
