No ID card means their not officialy allowed to sell them.The name should be on that card, as proof for that person.

I saw no ID card so she was probably an 'unofficial' seller then. Mind you, I wouldn't have wanted to get so close to her slapping hand to read an ID if she had been wearing one.

I used to buy one every week of a really nice chap, who sold at the top of Davey Steps but then he got a flat, a new (proper) job and got on with his life. I was thrilled for him.
