He's not in control at all, pretty much the first thing a ref will look for in cases like this is whether he's in contact with the ground (sliding) or not (flying). For the most part he's fully in air

At the moment he touches the ball his trailing foot is the only thing in contact with the ground (so potentially able to control his speed/direction), but it's only the side of his toes

As he comes over the ball he puts his hand down, but his leg remains fully outstretched, high and with studs up into the opposition player's leg

This is textbook uncontrolled dangerous play. He's lucky he went into the player's left leg, which was in the air. If he hits a standing leg like that then it's going to snap in half, absolutely no doubt.
If he were a car driver, he'd have just pulled out on you while looking at his phone and then say "Sorry mate, didn't see you"
