When discovering a rider at the road / trail side, in my book it's common courtesy and good etiquette to ask if assistance is needed.
Sadly not all follow this code but fortunately, from my experience, they're in a minority.

I can vouch for that- went there (well Fuengirola and Gibraltar) last week for 7 days- wall to wall sunshine and 70 degrees F or so- just great. Only downside- it was a week of no cycling for me
