If you're referring to them doing it in the UK, I think it's most likely because it's just easier for them to avoid any potential litigation by removing faces, numberplates etc

I wouldn't post a video unless I was 100% positive the person was on the phone and you're correct, you have to be sure before posting. If reported to the police, they can check the person's phone records and confirm the allegation anyway.

If I reported every driver who I saw on the phone, I would never be away from the police station. Add to that the close passes, and occasional abuse and I wouldn't have time to ride my bike.
