Reds are now treated as ambers. If you are turning right at a set of lights without a right arrow light, nobody goes until the lights have gone red to stop the traffic from the other direction.

This encourages a "2 or 3 car after red" mentality.

Spot on, nobody seems to stop on amber these days leaving the right turners stuck in no mans land unless there's an arrow.
