Tiers before bedtime....

Just travelled to our factory up North which is in tier 2, my hotel just up the road however is in tier 3.
I can’t have a pint in the bar unless I have food, so I have to take my beer to my room or, I can buy £4 of food and sit in the bar!
What is this madness?

I do find it odd you can go in pub/resteraunts here and order soft drink or hot drinks with no food.But you want a beer and you have to buy a "substantial meal"
