Too much thread locking stuff ?

Some time ago I replaced the down tube shifter's on my vintage bike. The levers are now a little loose but I cant tighten the securing bolt and at the same time it will not loosed either. I have a feeling that I may have been a little overenthusiastic with the thread lock solution and was wondering if there is anything that I could use to penetrate and soften it before I attack it with some serious force.😢

I think the answer may depend on which type of thread locker you used. I have a feeling that some soften with heat, which might be worth trying first before the brute force approach.

What colour was it? I think the blue should unscrew with normal force but the red stuff needs heat from what I remember.
