Depends what you define as London. If we talk about greater london then there are some good climbs where the north downs come into the M25

I took Susie over Hampstead the other week.

1. it was a mistake - I didn't mean to go that way
2. we were on Bromptons wearing nice clothes
3. the traffic was awful

so - while Hampstead from the east might not be the highest or hardest hill, it's currently the least popular

On a more serious note, Succombes Hill which goes from the A22 at Whyteleaf to Warlingham is a fairly serious number. I have never ridden it, nor have I ever seen a cyclist on it. You would definitely **** off a driver or two if you were to ride it as they are mostly desperate not to let the speed drop before the steep bend toward the top.
Going down.. on the brakes the whole way and pretty quickly hit 30mph after the bends.

I wouldn't cycle up this road, it's wide enough just for cars, who as it is can sometimes have trouble getting up here, especially at the first tight turn which often requires the use of first gear.

A little further on at Woldingham train station is Station road, that is quite 'nice' to climb.
I regularly used to go up Gypsy Hill and Anerley hill when I lived in S London. I wouldn't fancy either of them on a fixie.
I do Gypsy Hill regularly too on my way to Sainsburys, not on a fixy though
