They're just talking to him now. His attitude is not helping. He's jumped a red light, got no lights or reflectors (at night), ridden on the pavement and stinks of booze and he's trying the 'haven't you got better things to do' tack.

One potential slight talking to has turned into a summons....

It will show that 'cyclists' who break the law will be dealt with, and 'real' cyclists who have lights, do not ride on the pavement and do NOT jump red lights have nothing to fear.
